It is not improper for a Commonwealth's Attorney, upon whose advice as such his board of supervisors had issued a particular waterfront permit, to participate as a member of the Marine Resources Commission in a hearing before it into whether it should revoke its previously issued dredging permits to the holders of the aforesaid waterfront permit.
