Commonwealth's Attorney - Communication With Jurors.

It is ethically improper for a Commonwealth's Attorney to (1) write a letter congratulating a particular jury panel for the manner in which they carried out their duties; (2) write an entire jury panel after they are discharged at the end of each term of Court congratulating them for the manner in which they carried out their duties; and (3) write members of a grand jury after they are discharged congratulating them for the manner in which they carried out their duties.
