It is not ethically improper for an attorney to participate in an open referral panel maintained by a local legal aid office whereby participating attorneys receive, on a rotating basis, referrals of matters which the legal aid office does not routinely handle or is not authorized to handle, provided the attorney exercises his independent professional judgment solely in the best interests of the client.
