It is improper for an attorney to represent a client before the local health department if the health department is merely an extension of the state health department or health regulatory board for whom the attorney sits as part-time hearing officer.
It is not improper for an attorney to represent a client before the local health department if the local health department is not a mere extension of the state health department or health regulatory board for whom the attorney sits as a part-time hearing officer and if the two matters are not the same or substantially related.
