    It is improper for a citizen of a foreign country, who is a resident of the United States, but not licensed to practice law in the United States, to place on his letterhead that he is a legal advisor for various foreign countries and the Americas. The letterhead would be a form of public communication that may be misleading to the public. [DR:2-101(A), DR:2-102]
