It is not improper per se for a Special Assistant U.S. Attorney who prosecutes U.S. citizens and resident aliens at an army base in the Marshall Islands to advise lay prosecutors and police investigators (from the Marshall Islands) who would retain secondary criminal jurisdiction over the same U.S. citizens and resident aliens at the army base.
