Jessalee Landfried, Elizabeth Nugent Morrow, and Jonas Reagan will share practical strategies for companies operating in Virginia amid evolving environmental expectations. The speakers will discuss best practices for addressing increased scrutiny of data center siting and resource use, strengthening PFAS monitoring and reporting programs, aligning air and climate strategies with emissions requirements, expanding renewable energy initiatives, and minimizing and mitigating wetlands impacts. Attendees will gain actionable insights to improve compliance, reduce permitting risk, and position projects for smoother approval and long-term sustainability.

Cancellation Policy: Cancellation/transfer requests will be honored until 5:00 p.m. the day preceding the seminar. You will, however, be charged $40 if you cancel or transfer your registration to a different seminar after the link to the materials has been e-mailed by Virginia CLE®.
Full refunds or transfers are available up to two days after a webcast in the unlikely event that you experience technical difficulties.

Jessalee Landfried, Beveridge & Diamond / Washington, DC
Jessalee Landfried has wide-ranging experience in environmental, health, and safety regulatory and litigation matters, and excels in helping clients navigate large-scale projects and complex issues. In particular, Ms. Landfried advises clients on state and federal enforcement defense arising under the Clean Air Act, and counsels on a variety of air quality permitting and compliance matters. Ms. Landfried helps clients navigate sustainability-related disclosures, including tracking evolving requirements in the U.S. and the European Union. She supports tech sector clients across all aspects of their operations, including data center construction, operation, and permitting. Rooted in this experience, Ms. Landfried assists clients with the development and implementation of environmental compliance programs and is fluent in the international guidelines and policies used to develop strong systems for corporate environmental compliance. Ms. Landfried received a dual law and environmental degree from Duke University Law School and Nicholas School of the Environment and has served as a law clerk at the White House Council on Environmental Quality.
Elizabeth Nugent Morrow, Beveridge & Diamond / Washington, DC
Elizabeth Morrow assists clients with regulatory compliance issues concerning chemical substances under the Toxic Substances Control Act (TSCA), state chemical and product laws, and similar international chemical regulatory regimes. She advises companies on TSCA reporting, recordkeeping, import, and confidentiality obligations; prepares clients for TSCA inspections; and helps defend against Environmental Protection Agency (EPA) enforcement actions, including negotiating with agency officials. She also has experience leading voluntary compliance audits under EPA’s Audit Policy and managing liability under penalty mitigation policies.
Ms. Morrow regularly counsels manufacturers, importers, retailers, and trade associations on the rapidly evolving patchwork of state restrictions, reporting obligations, labeling requirements, and phase-out requirements for per- and polyfluoroalkyl substances (PFAS) and other chemicals in consumer products and articles. She also previously served as an Attorney-Advisor for the Pipeline and Hazardous Materials Safety Administration (PHMSA), Office of Chief Counsel, where she provided counsel on enforcement actions under the Pipeline Safety Act. Ms. Morrow received her JD from Washington and Lee University. Upon graduating, she completed a tenure as a Legal Fellow at an environmental non-profit, where she drafted complaints for violations of environmental laws and represented environmental whistleblowers. Ms. Lee has also held clerkships with the Washington Suburban Sanitary Commission and EPA, where she gained insight into environmental and administrative law matters.
Jonas Reagan, Beveridge & Diamond / Washington, DC
Jonas Reagan serves as Deputy Chair of B&D’s Natural Resources and Project Development (NRPD) Group, including its Endangered Species Act (ESA), NEPA, and Wetlands Practice. He previously served as an Attorney-Advisor for the Pipeline and Hazardous Materials Safety Administration (PHMSA), Office of Chief Counsel, where he counseled Federal agencies on Pipeline Safety Act enforcement actions.
Mr. Reagan has served as the lead species associate for the Mountain Valley Pipeline (MVP), a $7.2-billion pipeline where B&D served as lead regulatory counsel for ESA compliance. He has advised nine of the world’s top tire manufacturers and distributors in a novel ESA citizen suit alleging unauthorized take of 24 salmonid species across the western U.S, has served as the lead associate defending a leading biomedical company against a citizen suit alleging unauthorized take of protected species from endotoxin test production, which is critical to maintaining global supply of medical injectables, has advised Fortune 500 telecommunications companies on NEPA, ESA, NHPA, MBTA, and CWA compliance, and has represented Fortune 500 natural resources companies challenging royalty demands before the Office of Natural Resources Revenue and the Interior Board of Land Appeals. Mr. Reagan received his JD from Vermont Law School.
